MATRADE Annual Report 2022

73 MATRADE Core Objectives MATRADE Annual Report 2022 6. Promoting local products and brands Increasing the visibility of Malaysian brands in the regional and international export markets. 7. Driving growth through investments and export diversification Attracting investments and diversifying exports are crucial for Malaysia in addressing the uncertainties in the global trade environment. 8. Encouraging sustainability and innovation Encouraging the adoption of sustainable practices and standards. Each of the strategic cores comes with a set of recommendations. A total of 40 recommendations have been outlined, requiring collaborative efforts from key stakeholders of the trading ecosystem, which are the various ministries, agencies, state governments, and the private sector. To ensure the effective implementation of the NTBp, oversight is provided by the Export Coordination Committee (JKX), chaired by the Chief Secretary to the Government, with participation from the Secretaries-General of the Ministries. This committee convenes three times a year to monitor the progress of NTBp implementation and ensure its alignment with national objectives. To facilitate monitoring and evaluation, a dedicated Monitoring System has been implemented since May 31, 2022. This system enables tracking and assessment of the initiatives and measures introduced under the NTBp, providing real-time data and insights to inform decision-making and optimise outcomes. Regular monitoring through this system strengthens accountability and enables timely adjustments, as necessary, to achieve the desired objectives of the NTBp. MATRADE acts as the secretariat to the Export Coordination Committee (JK-X) for MITI, coordinating export promotion programmes and monitoring the country’s overall export ecosystem. Established four years ago, this committee is responsible for fostering cooperation among ministries and agencies to achieve maximum synergy. JK-X also ensures a domestic environment that supports the country’s export development by monitoring the implementation of effective strategies. In addition to the sectoral collaboration, JK-X is also responsible for overseeing the implementation of recommendations within the framework of the NTBp. EXPORT COORDINATION COMMITTEE (JK-X) MATRADE coordinates meetings for JK-X and the JKX Working Committee (JWC) three times a year to discuss and approve export promotion programmes and ensure their effectiveness and efficiency in utilising the country’s resources. The JK-X meeting is chaired by the Chief Secretary to the Government (KSN), while the JWC meeting is chaired by MITI’s Secretary-General. Under the supervision of JK-X, the collaboration among ministries and agencies in the Sectoral Task Force (STF), led by MATRADE, has yielded positive results in the development of respective sectors’ exports. The STF provides guidance to focal points from ministries and agencies on updating the Trade Promotion Management System (TPMS), which is then submitted to JK-X for approval. These decisions are crucial in securing allocations from the Ministry of Finance (MOF) and the Economic Planning Unit (EPU). In 2022, a total of 194 successful export promotion programs were carried out by 16 ministries and involved 28 agencies. These programs collectively generated RM25.43 billion in export sales. The promotion efforts spanned across fifteen sectors, including high-impact sectors such as oil and gas, electrical and electronics, aerospace, halal, ICT and creative content, as well as medical tourism.
