92 TOWARDS THE FUTURE OF SUSTAINABLE EXPORTS Management System (TMS) on the Knowledge Management portal, in support of MATRADE’s initiatives outlined in Digital MATRADE Package 3 (DM3). This format ensures the efficiency and effectiveness of the assessment. To further develop human capital, MATRADE reinstated its Education Scholarship (BPM) in 2022. Notably, the age limit for eligibility has been expanded to accommodate officers aged over 45 for Master’s level studies and over 50 for Doctor of Philosophy (PhD) studies. This adjustment reflects MATRADE’s commitment to enhancing the competencies of its officers, promoting knowledge acquisition, and fostering high-level skills. Additionally, this initiative aims to cultivate exemplary behaviour based on an effective and efficient Human Resource Development strategy. It is worth mentioning that in 2022, three officers were granted approval to pursue their Master’s degrees under the scholarship programme. To support this endeavour RM500,000 was allocated from revenue accounts to fund the scholarships. The Change Management Programme for Executive Groups from grades 11 - 40 was continued. The programme is a follow-up to the Senior Management Retreat held on 19 March 2021, and the eight Change Management Breakout Sessions for MATRADE officers from grades 41 - 52. The programme for 2022 included additional sessions for returning Trade Commissioners and Assistant Trade Commissioners aimed at fostering teamwork and adopting the Attitude, Values, and Culture (AVC) work culture, while renewing workplace relationships with colleagues. The Change Management Programme for the Executive Group Grades 11-40 focused on: ORGANISATIONAL PLANNING AND TRANSFORMATION UNIT 1. Fostering and enhancing a sense of togetherness, trust, and synergy among MATRADE officers; 2. strengthening collaboration through strategic teamwork relationships; 3. ensuring the commitment of MATRADE officers towards the formation of a high-performance organisation that emphasises positive Attitude, good Values, and a conducive Work Culture; 4. inculcating and strengthening high-quality leadership behaviour to drive team performance; 5. Fostering a positive habit of brainstorming and a spirit of cooperation among MATRADE officers by encouraging a positive mindset and an openness to change. A Protocol and Social Etiquette Course was conducted for MATRADE employees to: 6. To enhance its overseas networks, MATRADE has proposed a restructuring and reinforcement exercise to the Ministry of Foreign Affairs. The success of the exercise will streamline the agency’s administrative matters and management of programmes, contributing to the country’s improved trade performance.
