The Sabah state government in 2005 initiated
the development of palm oil industrial clusters
to spearhead downstreampalmoil processing
to add value, to create jobs and new wealth.
Since then, interests and investments have
expanded not only into palm oil-based
downstream industries but also in the
utilisation of oil palm biomass.
It is estimated that oil palm plantations in
Malaysia produce 80 million tons of biomass
per year. Although numerous home grown
and foreign technologies have made it to
utilise the biomass for a variety of products
such as pellets, fertilisers, animal feed, energy
etc development lacked pace because of
uncertain feedstock availability.
Studies have shown that the east coast of
Sabah is ideal for biomass development
because of the concentration of plantations
and mills. POIC Lahad Datu is located at
Lahad Datu, in the heart of Sabah’s oil palm
growing area.
POIC Lahad Datu started Sabah’s palm oil
downstream revolution. It began with 1,150
acres in an area adjacent to an existing cluster
of oil palm refineries, and enjoying a natural
harbor with depths of up to 20 meters. This
enables vessel of up to 100,00 dwt to call at
the liquid terminal.
Government support enabled rapiddevelopment
of POIC Lahad Datu. The cluster, which has
41 investors with a combined investment of
RM4.5 billion (as of June 2012) has completed a
five-berth liquid bulk terminal, a dry bulk jetty
with two quay cranes and a conveyor belt
system (catering to a fertiliser cluster with nine
plants in various stages of completion) and a
comprehensive pipe rack system.
A RM490 million container terminal has
been approved for construction. A LNG
re-gasification terminal and a 300MW gas-
fired power plant are being planned for POIC
Lahad Datu with completion from2015. These
enhance POIC Lahad Datu’s readiness and
competitiveness to be a hub for regional oil
palm-related industries as well as a logistics
hub for the region of BIMP-EAGA, or Brunei-
Indonesia-Malaysia-Philippines East Asean
Growth Area, covering the sultanate of Brunei
Darussalam, the territories of Sabah, Sarawak
In Malaysia, Mindanao in the Philippines,
Kalimantan, Sulawesi, and Irian Jaya in
Indonesia. BIMP-EAGA has a population of
60 million and is rich in natural resources. The
geographical location, regional dynamics, raw
materials availability and superior logistics
infrastructure give Lahad Datu a distinct
all-round advantage for investors.
