The Onboarding Scheme application is now open and available for MSMEs to apply, effective 8th January 2024
Onboarding Scheme
- Direct claim application – company to onboard the eCommerce platform(s) first before submitting claim application.
- Within 6 (six) months after onboarding the eCommerce platform(s).
- Companies MUST utilize the incentive within the calendar year.
DMT Scheme
- Company is required to submit application form for DMT Scheme to MATRADE with detailed plan and quotation together with Digital Marketing Template for digital marketing and/or training for the year for approval process.
- Approved companies can submit claim for reimbursement of incentive after all digital marketing services have been rendered by the service providers and/or companies has attended the training programme
- Service providers for DMT activities can either be the eCommerce platform themselves, Technology Solution Providers (TSP) authorized by MDEC or channel partner appointed by the eCommerce platform.

- Company is allowed a maximum of 4 (four) times claim's submission within a year
- Claim submission must be within 30 days after the activities or services are completed.
- SSM / SKM Registration Form (Form 9 / Form D / SKM Form / etc)
- Latest Audited Financial Report (for ROC) / Latest Management Account (for ROB)
- Form of Annual Return of A Company Having Shareholders (for ROC)
- Latest EPF Statement
- Product Brochure
- Letter of Declaration of Products Made in Malaysia (for trading companies)
- Invoice and receipt for the onboarding cost in joining a cross border eCommerce platform for the last two (2) years* OR
- Proof of export sales made through cross border eCommerce platform for the last two (2) years*
*The last two (2) years are calculated as 24 months preceding the application date
- Invoice from eCommerce Platform / Channel Partner
- Receipt from eCommerce platform / Channel Partner
- Screenshot of company’s page in eCommerce platform

- Digital Marketing Template
- Digital marketing plan and / or training programs
- For cross-border eCommerce presence
- For cross border eCommerce platform – screenshot of presence or proof of payment for onboarding eCommerce platform
- For cross border eCommerce website – proof of operation date and cross border transaction for cross border eCommerce website
Claim
- Invoice from eCommerce Platform / Technology Solution Provider (TSP)
- Receipt from eCommerce Platform / TSP
- Outcome report of digital marketing activities
- Training attendance sheet & certificate

Company must adhere to the criteria below:
- Registered with Suruhanjaya Syarikat Malaysia (SSM) –
- Type of organization: Company (ROC) / Business (ROB) / Limited Partnership (LLP)
- Co-operatives registered with Suruhanjaya Koperasi Malaysia (SKM)
- Or relevant business registration bodies or local authorities* (for Sabah and Sarawak).
- Made in Malaysia – selling Malaysian made products or Malaysian brand registered with MyIPO
- Malaysian Owned – at least 60% Malaysian ownership
- SME – in accordance to SMECorp SME Definition
- Must be a MATRADE member and have undertaken Exporters Readiness Assessment Test (ERAT)
- Registered with MyExport
- Open for Manufacturer / Trading Company only
*City Hall, Municipal, Town Board or District Office (for Sabah) / District Office or Inland Revenue Board (for Sarawak)
Additional Criteria for Onboarding Scheme
- Minimum 6 (six) months in operation
Additional Criteria for DMT Scheme
- Minimum 1 (one) year in operation
- eCommerce ready – business operation on cross-border eCommerce platform(s) or cross-border eCommerce website for minimum of 1 (one) year

eTRADE Programme 2.0 is an enhancement of eTRADE Programme which was developed under the RMK-11. The purpose is to accelerate export activities via sustained participation in cross-border eCommerce platforms.
The programme will continue to assist new companies to onboard cross-border eCommerce platforms for export including existing companies that already engaged in eCommerce.
Objectives
- To provide incentive for companies to sustain their participation in the cross-border eCommerce platforms.
- To assist Malaysian SMEs to have sustainable and valuable presence on cross-border eCommerce platforms.
- To help to maintain companies’ online business such as digital marketing, eCommerce training and online export promotions to increase their exposure and business opportunities on cross-border eCommerce platforms.
Financial Incentives
A qualified applicant may receive the following financial incentives:
Scheme
RM5,000*
For onboarding any cross border eCommerce platform or multiple platforms
RM20,000*
For undertaking any digital marketing activities and / or attending eCommerce training programmes.
*per company, for one (1) year subscription / one (1) year activities

Onboarding Scheme
Listing or Subscription Fee
- For multiple platforms
- Maximum of 1-year period
Any activities associated with onboarding the eCommerce platform, but NOT limited TO:-
- Development of minisite, page or store for eCommerce platform
- Photography services
- Shipping cost to warehouse facilities abroad (e.g. Fulfillment by Amazon)
- Other related onboarding expenses (subject to MATRADE approval)
DMT Scheme
Digital marketing expenses but NOT LIMITED TO: -
- Content creation (video, advertisement, social media content creation, etc)
- Search Engine Optimization (SEO)
- Online Advertising Space Rental (Google Adwords, Fb Ads, etc)
- Key Opinion Leader (KOL) / Influencer
- Social Media Marketing (Facebook, Instagram, Twitter, etc)
- Keywords Advertising (KWA)
- Any other digital marketing activities subject to MATRADE’s approval
Training Expenses
- Training organized by eCommerce platforms, Channel partners, Government Agencies, Training Centres, etc
- Training content MUST be related to eCommerce e.g. account management, digital marketing, fulfilment, etc
- For courses registered under HRDF or other related agencies, balance fee after claim will be paid by MATRADE
- Expenses is claimable for unlimited number of registered staffs of the company
