Chief Digital Officer Roles:
- To lead digitalisation initiatives in ministries/agencies through the use of data, analytics and digital technology.
- Creating a data-driven culture in the public sector that practices a principle-based approach through the use of data and digital technology.
- Transforming the delivery of digital services in ministries/agencies focusing on customer experience based on the Whole-of-Government concept through innovation involving data sharing, open data and emerging technologies.
- Evaluate, coordinate, acknowledge the needs of digital services, technical service design and development budgets as well as managing agencies as implementers of digitalization initiatives and projects.
- Lead the changes through the Digitalization Strategic Plan (DSP) of the ministries/states/agencies:-
- to ensure DSP at agency level is in line with the DSP public sector and Risk Management and Change Management Plan.
- to ensure agency's Enterprise Architechture (EA) is available and ready
- to strengthen the agency's digitalisation governance structure & coordinate the use of policies, standards and global best practices.
- To inform the implementation and progress of digitalization transformation to Chief Secretary to the Government as the Chairman of the Government Cluster (Pengerusi Kluster Kerajaan) under the Digital Economic Council (Majlis Ekonomi Digital) and the 4IR Negara through the government cluster secretariat

Malaysia External Trade Development Corporation (MATRADE) has embark on a Corporate Shared Values programme entitled SUSTAINABILITY ACTION VALUES FOR EXPORTERS (or SAVE).
This program is an action-oriented programme with a high-level objective of engaging our Malaysian exporters to embrace the best practices of Sustainability. It is aligned with the initiative of the Government to work towards AGENDA 2030 which targets Malaysia to adopt the 17 Sustainable Development Goals (SDGs) by the year 2030. We also believe that this initiative will help our exporters, especially the SMEs to gain a strategic advantage in a global market place that is more sensitized to the sustainability agenda.

MATRADE’s primary functions, namely promotion of Malaysian exports and development of products and services are the central basis of its structure, which enables MATRADE to provide a customer centric service.
MATRADE's Business Strategic Plan (BSP)

MATRADE's Business Strategic Plan (BSP) provides the strategic plan to govern the organisational direction of MATRADE towards transforming the organisation into a credible, client centric and value creating Trade Promotional Organisation (TPO).
The BSP will be used as a tool to position MATRADE as an effective trade promotion agency and to provide an important platform for MATRADE to improve its core business areas and operational processes including identifying appropriate measures to remedy any weaknesses.
Under the BSP, MATRADE will adopt and implement 6 Strategic Pillars (SP) containing 20 Strategic Initiatives (SI). These strategic initiatives cut across various areas of the organization, ranging from exporters development and export promotion, information and communication technology, human capital development and processes improvements.

MATRADE MS ISO 9001:2015 Certification
ISO Certification for Malaysia External Trade Development Corporation (MATRADE)
MATRADE has been successfully awarded the MS ISO 9001:2015 certification which effective from 17 August 2022 until 6 October 2025.
The efforts to acquire this certificate are intended to improve MATRADE’s delivery system where it assisted MATRADE in identifying the deficiencies in its operations as well as providing corrective measures in managing issues. Quality Management System (QMS) also ensures that MATRADE best practices are documented for future reference and perusal.
Implementation scope of MATRADE QMS covers export promotion programs that consist of four (4) major activities of MATRADE including:

MATRADE ICT Strategic Plan charts the strategic direction for the implementation of ICT in MATRADE. The formulation of the ICT strategic direction which inlcludes the ICT vision, mission and strategic thrusts is alligned with MATRADE's business strategies and Public Sector ICT Strategy.

Exporters Development
- The international market is highly sophisticated and competitive arena. In order to thrive in this market, exporters need to meet international standards in terms of technology, product design, packaging, health and safety standards.
- MATRADE has initiated several programmes to assist Malaysian companies to equip themselves with knowledge and skills to meet the challenges in the global area. These include training programmes and advisory client services.
Export Promotion
- MATRADE assist Malaysian companies to establish their presence overseas and raise their profiles in foreign markets through different promotional drives including participation in trade missions, export acceleration missions and international trade fairs
- MATRADE also organises business matching programmes for Malaysian companies and foreign importers. Being the national agency for trade promotion, MATRADE is often the first reference point for enquiries and visits by foreign importers. The agency's role is to match them with compatible local partners who can offer the products and services they seek

MATRADE undertook various efforts to achieve its founding goals, which encompass exporter development and export promotion.
These efforts involve exporter capacity-building programmes, export promotion, trade information dissemination and the provision of advisory services and support.
During the country’s recovery phase, MATRADE continued its initiatives by leveraging on digital technology and platforms to ensure the continuity of the country’s exports. Existing programmes were adapted to the practice of new norms.
These efforts enabled MATRADE to fulfill its mandate of driving exports and making Malaysia a competitive trade nation on the global stage.
In 2022, Malaysia continued its encouraging growth with another record-braking performace in trade, export, import and trade surplus recorded all-time highs.
Trade recorded a two digit growth of 27.6% to RM2.844 billion compared to 2021.
Exports grew 24.9% to RM1.55 trillion, exceeding the 12th MP projection, three years earlier than the target set in 2025.
Imports rose 31% to RM1.294 trillion.,which is a new record that surpasses RM1 trillion for the first time. Trade surplus increased 1% to RM256.2 billion sustaining the trade surplus for 25 consecutive years since 1998.
MATRADE possesses a database of over 10,544 export oriented companies in Malaysia. These companies are assisted in ensuring sustainable export growth of Malaysian products and services. In 2022, MATRADE’s exporter capacity-building programme benefitted 19,494 companies, while the export promotion progammes involved 3,271 companies.
MATRADE also continued to offer new strategic directions to companies in Malaysia by emphasising the use of digital technology and sustainability initiatives to ensure long-term growth. Moving forward, MATRADE remains committed in strengthening the country’s economy in its role as the leading organisation in steering and advancing the country’s export activities.

The Board has a balanced representation from relevant government ministries, heads of key industries as well as leaders of business chambers and associations.
The Board convenes every quarter to review MATRADE’s performance as well as formulating further direction of the organisation in a holistic approach. Among the primary task of the Board is to position Malaysia as globally competitive trading nation.

MATRADE’s mission is to develop and promote Malaysia’s export to the world and its functions are:
- To promote, assist and develop Malaysia’s external trade with particular emphasis on the export of manufactured and semi-manufactured products and, on a selective basis, imports;
- To formulate and implement a national export marketing strategy to promote the export of manufactured and semi-manufactured products;
- To undertake commercial intelligence and market research and create a comprehensive database of information for the improvement and development of trade;
- To organise training programmes to improve the international marketing skills of the Malaysian exporters;
- To enhance and protect Malaysia’s international trade interests abroad;
- To represent Malaysia in any international forum in respect of any matter relating to trade;
- To develop, promote, facilitate and assist in service areas related to trade; and
- To advise the Government on matters affecting or in any way connected with trade and to act as the agent of the Government or for any person, body or organisation on such matters.
MATRADE’s objectives are:
- To raise the profile of Malaysian exporters in foreign markets;
- To disseminate timely and relevant information and market intelligence to help Malaysian companies gain a competitive edge in foreign markets;
- To introduce Malaysian companies to foreign importers seeking Malaysian suppliers; and
- To undertake activities to promote the export of Malaysian goods and services in overseas markets.
MATRADE is also actively involved in assisting foreign companies to source for suppliers of Malaysian products and services, and is represented worldwide at more than 49 locations in major commercial cities. In Malaysia, MATRADE has five local branches in Penang, Terengganu, Johor, Sabah, and Sarawak.
