endeavour firming up trade policies and negotiation activities in World Trade Organisation

(WTO) promulgating a liberal trade regim , reviewing and realigning import tariffs,

integration at the regional and global level through bilateral and multilateral arrangements

such as ASEAN Common Effective Preferential Tariffs (CEPT), and bilateral FTAs include

those forged with Japan, Pakistan, New Zealand, India, Chile and Australia are critical not

only for merchandised goods but also ICTs including e-commerce.

Under the Government’s Economic Transformation Programme (ETP), the creative industry

has been identified as one of the key growth drivers of the country’s GDP. As catalysts in the

government’ aspiration to transform Malaysia to be a high income nation by year 2020, the

National Creative Industry Policy (Dasar Industri Kreatif Negara “DIKN”) was introduced to

coordinate clearly all related policies in the development of creative industries for the

nation. Amongst others, the purpose is to encourage local talents to create more quality

creative contents that can be exported overseas. These industry which encompass

publishing (including music), sound, motion picture and video/TV production,

programming, computer gaming, distribution and broadcasting industries, interactive

media, as well as diverse information services. Productions of content can be categorise

under different genres namely animations, feature films, dramas and documentaries. The

common thread in these activities is that they are all conducted by establishments primarily

engaged in the creation and dissemination of information and entertainment products.

As surmised by Gartner, see Figure 6, the convergence and reinforcement of mobility,

cloud computing, information (content) and social poised to create new plethora of

business opportunities.
